What it is
L1 specifies what the system shall do, treated as a black box, to satisfy one or more L0 needs. L1 is solution-agnostic about internals but commits to externally observable behavior, interfaces, and performance.
◤ ◤ PURPOSE
Why it exists
Forms the contractual surface between the customer and the prime — every L1 is verifiable by test, analysis, demonstration, or inspection and traces up to L0 and down to L2.
